Phyllis R. Horsley, 66, Topeka, died Saturday, Sept. 20, 2003, at a local nursing home. She was born Oct. 2, 1936, at Chillicothe, Mo., the daughter of Fay Leroy and Marie K. Reid Williams. She was reared and attended schools in Chillicothe, where she resided for 42 years. She moved to Topeka in 1988. She was an apartment complex manager for Midland Leasing before she retired. She married Edward H. Horsley on June 9, 1989, in Topeka. She was preceded in death by two sons, Ronnie Taggart, Garnett, and Bobby Taggart, Topeka. Surviving are her husband; two daughters, Theresa Green and Debbie Crowley, Oakland, Calif.; a son, Donald Ray Taggart, Topeka; nine grandchildren; four great-grandchildren; two sisters, Martha Rogers, Independence, Mo., and Marjorie Perkins, Smiley, Texas; a brother, Leland Williams, Independence, Mo.; her mother-in-law, Gertrude Williams, Kirkland, Ill.; and a daughter-in-law, Linda Taggart, Topeka. Services will be at 11 a.m. Monday at Parker-Price Mortuary. A private inurnment will be at a later date. Phyllis R. Horsley will lie in state after 1 p.m. today at Parker-Price Mortuary, where the family will receive friends from 7 to 8 p.m. Memorial contributions may be made to the American Lung Association, 4300 Drury Lane, Topeka, 66604-2419.
